Borders make a difference: while some people can cross borders without any difficulty, for others they constitute almost insurmountable obstacles. But borders do not simply cease to exist once national borders are crossed: the function of the border to control and regulate movement is today enforced in many places. To use a popular image: the fortress Europe is also guarded inside its battlements. Borders create illegality, and sometimes surprising possibilities open up within this illegality.
